With the Philippines’ fertility rate below replacement level as of 2022, the number of students is projected to decline in the coming decades. This shift could help ease classroom congestion, but not automatically.

Lower fertility may reduce demand in some areas, while classroom shortages persist in others, especially once ageing and wear-and-tear of school buildings are considered.

The takeaway: demographic change opens a window of opportunity but where, when, and how classrooms are built and maintained still matters.
