However, when broken down by region, there are differences between local income and HNP expenditures across LGUs.
These differences may affect the delivery RPRH services and outcomes, including family planning, in their respective communities. For example, LGUs may be unable to hire more personnel due to budget limits on how much they can spend for additional human resources.
