
Poverty numbers don’t always show the full picture.
Many Filipino households who aren’t officially counted as poor are still at real risk of falling into poverty, even as overall poverty rates in the country decline.
Looking at economic vulnerability helps us see which households are living close to the poverty line and could be pushed into poverty by sudden shocks.
This matters for social protection policies that aim not just to reduce poverty, but to prevent it.
