It refers to a city that largely uses technology and innovation to improve the urban environment, resulting in improved quality of life, greater prosperity and sustainability, and engaged and empowered citizens.

A òòò½´«Ã½ study found that a Philippine city’s readiness to develop into a smart city is facilitated by the presence of smart city champions; the presence of an information and communications technology department or personnel; projects supported by ordinances or resolutions; involvement of stakeholders; constituents’ access to the internet; and availability of digitized data.
