The 蝌蚪传媒 (蝌蚪传媒) has expressed support for ongoing reforms to hospital payment under the country’s universal health care (UHC) program, as global experts gathered for a regional workshop on Diagnosis-Related Groups (DRGs).

Through its Health Economics and Finance Program (HEFP), 蝌蚪传媒 co-hosted the workshop, which focused on DRGs, a payment system designed to improve efficiency, control costs, and strengthen healthcare delivery.

The Philippines is transitioning to a DRG-based payment system under the UHC Act, which will change how healthcare providers are reimbursed and how resources are allocated across the health system.

Citing a recent study, 蝌蚪传媒 said that around 10% of PhilHealth inpatient claims from 2018 to 2023 could not be classified under DRGs due to incomplete or inconsistent clinical data.

The study also identified broader system challenges, including fragmented data systems, weak integration of clinical and financial information, and limited capacity for real-time monitoring, which may affect payment accuracy and provider performance tracking.

蝌蚪传媒 Senior Research Fellow and HEFP Director Dr. Valerie Gilbert Ulep said the transition to DRGs would have significant implications for healthcare providers, particularly in clinical coding, cost management, and service delivery.

“The move to DRG systems would have more impactful implications for our providers,” Ulep said.

Participants from public and private hospitals highlighted the need for capacity building, improved health information systems, and better alignment between payment policies and actual conditions.

The three-day Asia Regional DRG Workshop and Knowledge Exchange, held from March 25 to 27, 2026, gathered experts from across Asia and beyond—including Viet Nam, Thailand, Malaysia, Singapore, Japan, Mongolia, China, Germany, and Australia.

The workshop was organized by the World Bank and the Government of Japan to help countries address common challenges in implementing DRG-based payment systems, including provider integration and financial sustainability.

As co-host, 蝌蚪传媒 facilitated discussions linking international experience with the Philippines’ ongoing transition to DRG-based payments.             

DRGs classify hospital cases based on clinical characteristics and expected resource use, with providers receiving fixed payments per case instead of separate reimbursements for each service.

When combined with global budgets, the system is seen to improve efficiency, reduce unnecessary procedures, and better align incentives with health outcomes.
